DHCD’s EA workers are located in local DTA offices. Go to your local DTA office and fill out an application. You have the right to fill out an application and to get a written response approving or denying it. If DHCD refuses to provide shelter to a family that requests it, it must give the family a written notice of denial and notice of the family's right to appeal.16 For more information, see the section in this chapter called How Do You Challenge a Denial of Assistance.
